A King's Dillema - Moral Justification for Money Creation?

The great and honorable King sat on the throne he had earned through many years of honest, free, capitalist labor, troubled. He had been given foresight, knowledge of the effects his actions would have on his land and his country. His foresight was imperfect, but he now saw trouble coming. An army was amassing in the East that could destroy his people.

He also knew that none of the people would believe him, that his fortune would not be enough to hire the people to defend themselves. And even if it was, it wouldn't be fair to him to save his people and destitute himself. The only available option was to create money, by deceiving the people, one by one as to the size of his fortune, and thereby taxing them without their knowledge or understanding. He further knew that he would be the last to use this power to help the people, that the power was actually a way to enslave them.
